- Svitlana Vasylivna, is it true that the first plastic cards (local) in Ukraine were issued by MTB Bank in Chornomorsk (formerly Illichivsk)?
- In 1998, MTB Bank (then AKB "Morsky Transport Bank") was the first in Ukraine to start preparing for the issuance of chip cards on the bank's internal payment system in Chornomorsk. In those days, the legislator demanded that banks be registered with the tax inspectorate, and I headed it at that time. By the will of fate, I was appointed by the bank's management to the position of financial director of the payment card service of the operational department. We were already familiar with the management of the bank, and when they offered the mayor of Chornomorsk (Illichivsk) a project to issue local cards, he invited me to a meeting. By that time I had already retired, so he called me and told the head of the bank: "Here is this woman, she will manage." And in 1999, the introduction of chip cards began in the Illichiv seaport.
Due to the shortage of payment system specialists in the banking sector - and there were none, to be honest, no one was preparing - my colleagues "released" 11,800 cards that worked on the bank's internal payment system. The plastic itself was made in Austria, and the ATMs were made in the USA. The terminals were French. We planned to implement the so-called "salary project", but there was still no order from the port management to transfer workers to this project. I understood the situation well, the time was such - trust in the banking system of Ukraine was just emerging, and I was offered to work with people, as they say, independently. So to speak, to conduct explanatory work. Imagine how it looked. The workers built a "pedestal" from pallets, I was raised on it, and I explained the advantages of using plastic cards, the salary project... Five districts in the port! In every shift! Each audience - 700-750 people! They shouted that they did not believe the banks, that their savings had disappeared, and in general, for no reason and never! And I had to explain again and again that this will not happen again, and that our payment cards are reliable and profitable. And this is how we attracted 11,800 customers, who for the first time in Ukraine began to use payment cards, even local ones.
- And who was issued the first card?

An iron lady with a soft heart
- You are an honorary citizen of Chornomorsk. The ex-mayor of the city Valery Khmelniuk wrote on his FB: "Svitlana Vasylivna is not just a wonderful specialist in the banking industry and an experienced manager with many years of experience, she is a wonderful woman with an active position in life, who enjoys well-deserved respect, and an Honorary Citizen of Chornomorsk." Such words must be earned!
- I have been working in Illichivsk since the city was founded. At first, I was offered a position in Kyiv, in the ministry. But my mother, a very wise woman, told me: "It's better to be a small hat than a big hat brim." And I once repeated this same phrase to Valery Khmelnyuk, the mayor, when he was "matched" to the Ministry of Economy. And Khmelnyuk stayed here. And made Illichivsk a European city. And how many investments he attracted. By the way, everyone knows Duru soap? So he and I went to Turkey, negotiated there and brought these investments to the Odesa region. I prepared all calculations, economic documentation, in order to open this production here.
So, since the day the city was founded, I have constantly come up with initiatives to implement a number of innovations. For example - creation of centralized accounting of budget institutions. To do this, she even wrote a thesis on this topic at the Voznesensky Institute.
She took part in the launch of a huge enterprise - the fish gastronomy plant "Antarktika". 31 tons of products per day! I, the chief economist, in overalls and rubber boots, went around the shops every day and recorded the time of operations, the data of the raters... I had to calculate everything! I was on all fishing boats! After all, I am a financier, and the production school I went through at this plant was invaluable.
I am directly related to the development of a special tax for small and medium-sized businesses, which was approved in 1989 by the Cabinet of Ministers of Ukraine for five years as an experiment - in Illichivsk and Yalta. The budget received twice as many deductions for this special tax. Business came to life thanks to this tax.
- Rumor has it that you are a colonel of the tax service?
- According to the resolution of the Cabinet of Ministers of Ukraine in 1992, based on the results of the certification, I was awarded the title of tax service adviser of the first rank. This corresponds to the rank of colonel.
